The Embassy of Hungary in Islamabad acts for Estonia for short-stay (Schengen) visas only. It does not take a long-stay study visa application: do not go there for it. For a long-stay visa the official page sends you to the nearest Estonian foreign mission.

Estonia's official list of offices that take visa applications includes its embassies in Abu Dhabi (United Arab Emirates), New Delhi (India) and Ankara (Türkiye). The official rule is to apply at the Estonian office accredited to your country, or at the nearest one that issues visas. The list does not say which of them is accredited to Pakistan: ask the embassy you choose, in writing, before you travel.

ForiForeign prepares your student visa application with you and guides you through each step: the documents, the forms and the order to do them in. You file the application yourself with the authority named above, and that authority decides. ForiForeign is not a visa office or an agent of Estonia, and no one can promise a visa. Rules, fees and dates change: confirm each one on the official page linked beside it before you pay or travel.
