In short: 8 offices in Türkiye verify, attest or issue the papers a student visa asks for. For each: what it does, the official portal, the steps, the fee as its official page prints it and its offices, read on 16 October 2026.
Governorships (Valilik) and District Governorships (Kaymakamlık) - Apostille
Puts the apostille stamp on Turkish official (administrative) papers such as diplomas, school documents and notarised translations, so they are accepted in Hague Convention countries. Court/judicial papers go to the justice commissions at courthouses. Türkiye IS a member of the Hague Apostille Convention (in force 29 September 1985). For study countries that are also members (UK, USA, Germany, Australia, Canada) an apostille is enough; no Ministry of Foreign Affairs stamp is needed, and the Ministry says it will not stamp an apostilled paper.
Get the original official paper from the body that issued it (for example the university or school).
If the study country wants a translation, have it translated by a sworn translator and approved by a notary (see sworn_translation_notary).
Take the paper to the Governorship (in a province centre) or District Governorship (in a district) of the place where the paper was issued and ask for an apostille.
Some papers (criminal record, population register, multilingual extracts) can instead get an e-Apostille online (see e_apostil).
e-Apostil (Ministry of Justice and Ministry of Interior, delivered by PTT) via e-Devlet and eapostil.gov.tr
Electronic apostille for: criminal record certificates and court decisions (Ministry of Justice); population register extracts (nüfus kayıt örneği); multilingual birth, marriage and death extracts (Formül A, B, C, since 28 December 2023).
Council of Higher Education (YÖK) - Higher Education Graduate Certificate (Yükseköğretim Mezun Belgesi) on e-Devlet
Shows your university graduation record and lets you create an official graduate certificate from e-Devlet; useful as proof of degree next to your diploma and transcript from the university.
General Directorate of Population and Citizenship Affairs (NVİ) - Population register extract (Nüfus Kayıt Örneği) and multilingual birth extract (Formül A)
Birth and family-relationship papers: the population register extract shows you and your family; Formül A is the multilingual birth extract for use abroad.
Log in to e-Devlet (password, mobile signature, e-signature, ID card or internet banking).
For the family/population extract open 'Nüfus Kayıt Örneği Belgesi Sorgulama'; for the multilingual birth extract open 'Çok Dilli Doğum Kayıt Örneği (Formül A) Sorgulama'.
Download the barcoded document.
If needed abroad, get an e-Apostille at www.eapostil.gov.tr (see e_apostil).
Ministry of Foreign Affairs (Dışişleri Bakanlığı) - Legalisation Unit (Tasdik Birimi), only for countries NOT in the Hague Convention
Final legalisation stamp for Turkish papers going to a non-Hague country. Not needed for the UK, USA, Canada, Australia or Germany (apostille is enough). It does not stamp papers that already have an apostille.
