Getting your study-abroad papers ready in Malaysia
In short: 4 offices in Malaysia verify, attest or issue the papers a student visa asks for. For each: what it does, the official portal, the steps, the fee as its official page prints it and its offices, read on 16 October 2026.
Ministry of Education / Ministry of Higher Education / Department of Education (certificate endorsement)
Before Wisma Putra will attest a Malaysian school or university certificate, it must be endorsed (name print, position and stamp) by the Ministry of Education, the Ministry of Higher Education or the Department of Education.
Steps
Find out which ministry covers your certificate (school/SPM/STPM: education side; university/college: higher education side).
Ask that office to endorse/certify your certificate or copy.
Ministry of Foreign Affairs (Wisma Putra) - Consular Division, attestation of documents
Attests (confirms the stamp and signature on) Malaysian documents for use abroad: educational certificates, birth certificates, statutory declarations and more. Malaysia's process is a chain: endorsement first, then Wisma Putra, then the destination country's embassy in Malaysia (the KLN page does not describe an apostille).
Get the needed endorsement first (education certificates: Ministry of Education / Higher Education / Department of Education; some papers: notary public).
Go to the Consular Division in Putrajaya (walk-in) yourself or send a representative with an authorisation letter.
Bring your MyKad or passport.
Collect the same day or next working day (normal cases).
Then take the document to the destination country's embassy/high commission in Malaysia for its legalisation if required.
Appointment: Walk-in; no appointment mentioned.

Putrajaya: Consular Division, Ministry of Foreign Affairs Malaysia, Wisma Putra No 1, Jalan Wisma Putra, Precinct 2, 62602 Putrajaya. Certificate of Good Conduct (Sijil Kelakuan Baik) - Wisma Putra e-Konsular, with Royal Malaysia Police (PDRM) vetting
Gives the Malaysian police clearance that most countries ask for study permits. You apply online on e-Konsular; PDRM does the security check. The certificate is valid for one year from approval.
UK Home Office approved TB test clinics in Malaysia
If you are going to the UK for more than 6 months, you need a TB test certificate from a UK-approved clinic, because Malaysia is on the UK list. Valid 6 months from the x-ray.
Contact one of the approved clinics and say the test is for a UK visa (June-October can mean up to 10 days' wait).
Bring your passport, the fee, and old lung/TB records if you have any.
Get the chest x-ray; use the certificate within 6 months.
Appointment: Contact the clinic directly to book.
Fee, as the official page prints it: The fee for TB screening is typically between 100 and 250 Malaysian ringgits (MR) depending on the clinic. You will pay the clinic directly for the cost of your TB test. (official source, checked 16 October 2026)
